I'm new to making apps so for my first attempt I think I'm going to try a simple RSS feed app....
Is it OK to take the RSS feeds from sites that I do not own and package them together under my app?
Can anyone provide a link to a successful RRS feed app that uses this model (preferably on IOS) so I can get some ideas for layout etc?

Yes, it's ok to take RSS feeds from sides that you do not own and place them in your app. Just as long as you don't use a service to pull a full article and the RSS feed links back to the original article. In which the RSS feed feature in these apps help you do that automatically with the Title of each article.
Here's a good example of an app that's a RSS Feed ready that is extremely successful:
