When you sign up for Google Play, Apple and Amazon they don't really say if you can or can't publish unlimited apps. So lets break it down with what we know.
On Google Play, you can pretty much publish as many apps as you want. Just make sure they don't violate the Distribution Agreement or all of those apps will be taken down REAL fast.
Apple is a different story. They don't say that you can't publish unlimited apps. But they do say that you can't "spam" their app store. A great example is Trip Advisor. If you look on Google Play, Trip Advisor has many many apps. Basically one per city for travel. But if you look on iTunes, they had to condense all of their apps into one app. So condense your apps as much as you can for Apple because they will only let you publish so many.
Amazon is pretty much the same as Google Play. But when it comes to TOS, I have yet to hear of anyone getting banned from Amazon because of their apps unless they are pornography or apps promoting illegal activity.
